What property works for a welfare-equipment rental/sales office? Reading the disinfection room, storage and display space

For a welfare-equipment rental or specified-welfare-equipment sales office, what the property side is tested on is whether you can secure a dedicated area able to hold the 'equipment and materials needed for storing and disinfecting welfare equipment' that the designation standard requires, and whether it fits the use-district and lease as an office/warehouse. Disinfection equipment matters especially for rental (reused items), and if you have another business perform storage or disinfection, there is room not to hold that equipment at the office (Designated In-Home Service Standard Art. 196). The designation-standard conformity judgment and the designation application go to an administrative scrivener, the lease and important-matters explanation to us, and the disinfection/hygiene judgment to the competent prefecture.
In short: For a welfare-equipment rental or specified-welfare-equipment sales office, the property side is tested on two points: whether you can secure a dedicated area able to hold the "equipment and materials needed for storing and disinfecting welfare equipment" required by the designation standard, and whether it fits the use-district and the lease as an office/warehouse. Disinfection equipment matters especially for rental (reused items), and if you have another business perform storage or disinfection, there is room not to hold that equipment at the office (Designated In-Home Service Standard Art. 196). The designation-standard conformity judgment and the designation application go to an administrative scrivener, the lease and important-matters explanation to us (real estate transaction specialist), and the individual judgment on disinfection machinery and hygiene standards to the competent prefecture / designating authority.
This article is for operators considering opening a welfare-equipment rental or specified-welfare-equipment sales business under long-term-care insurance and looking for a property that doubles as an office and warehouse; it organises how to read the disinfection room, storage section and display space on the property side, from the Long-Term Care Insurance Act, the Designated In-Home Service Standard and the Building Standards Act. What we handle is the brokerage of the lease or sale and the important-matters explanation. The designation-standard conformity judgment and the designation application (long-term-care insurance) go to an administrative scrivener, incorporation registration to a judicial scrivener, social insurance and labour matters to a labour and social security attorney, and the individual judgment on disinfection machinery and work-flow hygiene standards to the competent prefecture / designating authority; these are independent entities from Yotsuba Real Estate Co., Ltd. (四葉不動産株式会社), engaged separately for each service under a separation-of-engagement arrangement. For reading care-business properties in general, see care-business properties and use-districts; for the function-training room of day care, see day-service (adult day care) properties.
Does a welfare-equipment rental/sales office have special property requirements?
It does — but unlike day care (a "facility users come to"), the requirement is an office with an attached storage area (warehouse). Art. 8(12) of the Long-Term Care Insurance Act defines "welfare-equipment rental" and Art. 8(13) defines "specified-welfare-equipment sales" as in-home services. The designation standard — the Standard on Personnel, Equipment and Operation for Designated In-Home Service Businesses (Ministry of Health and Welfare Ordinance No. 37 of 1999) — requires, for welfare-equipment rental in Art. 196 (equipment and articles), a dedicated area of a size necessary to run the business and the equipment and materials needed to store and disinfect welfare equipment. Specified-welfare-equipment sales, too, requires in its equipment provision (Art. 210) a dedicated area of the necessary size and equipment and articles.
Rental and sales weigh disinfection differently. Rental recovers used equipment and lends it out again, so disinfection equipment and materials, on top of storage, are the practical core. Specified-welfare-equipment sales targets items such as bathing and toileting aids provided in principle as new, so display and storage space is central. For personnel, welfare-equipment advisers must be assigned (rental = Art. 194, sales = Art. 208), but that is a point for the designation-application side (administrative scrivener / designating authority), not a condition of the property itself.
| Category | Basis | Equipment that matters on the property |
|---|---|---|
| Welfare-equipment rental | LTCI Act Art. 8(12); Standard Art. 196 | Dedicated area + storage + disinfection equipment/materials |
| Specified-welfare-equipment sales | LTCI Act Art. 8(13); Standard Art. 210 | Dedicated area + display/storage equipment |
| Personnel (advisers) | Standard Arts. 194, 208 | Not a property requirement (designation side) |
The final judgment on whether the designation standard is met and the designation application are handled by an administrative scrivener / designating authority; we check, on the lease side, whether the property can secure that area and equipment.
How much space and what equipment do the disinfection room and storage need?
The standard sets no "X m² or more" floor-area figure for welfare-equipment storage or disinfection. Art. 196 requires a dedicated area of a size necessary to run the business, equipment and materials necessary to store welfare equipment, and equipment and materials necessary to disinfect it. The size is judged against the volume and kinds of equipment handled, and the concrete figure is confirmed by the designating authority's operation. Here, rather than the property's floor area itself, what is tested is whether the storage and disinfection sections can be built and kept clean.
The outsourcing exception matters. Art. 196 provides that where you have another business perform the storage or disinfection of welfare equipment, you need not hold the equipment or materials for that at the office. If you run disinfection by outsourcing it to a specialist, there is room to avoid installing large disinfection equipment at the office. Which disinfection method can "be expected to have an appropriate disinfection effect," and how to secure the hygiene level of the contractor, lie in the realm of the competent prefecture / designating authority's operation and hygiene standards, and confirming them before choosing a property reduces rework. We do not assert the individual approval of disinfection machinery or work flow here and leave it unverified, confirming with the competent authority.
| Item | What the standard requires | How the property side reads it |
|---|---|---|
| Storage equipment/materials | Hold what is needed (Art. 196) | Dedicated area matched to equipment volume; keep clean |
| Disinfection equipment/materials | Hold what is needed (Art. 196) | Can you take a section with water supply/drainage and ventilation? |
| Outsourcing exception | Need not hold if outsourced to another business | If disinfection is outsourced, equipment is lighter |
| Concrete disinfection method | No figure in the ordinance | Confirm with the authority's operation/hygiene standards (unverified) |
Take the individual disinfection/hygiene standards to the competent authority, the designation application to an administrative scrivener, and whether the property can build the disinfection/storage sections (fit-out, water supply/drainage) to us from the lease angle.
Where do you tell, by use-district or floor area, which property cannot be used?
A welfare-equipment rental/sales office is basically judged as a combination of an "office" and a "warehouse" (storing one's own goods) that is the storage area, as a building use. Its position under the Building Standards Act differs from day care, where users spend the day (treated as a child-welfare or elderly-welfare facility). Whether an office/warehouse can be built in each use-district is decided by the use-districts of City Planning Act Arts. 8 and 9 and by Appended Table 2 of the Building Standards Act, and there are districts — such as Category 1 and 2 Exclusively Low-Rise Residential Districts — that restrict the scale of an office. Because storage holds one's own welfare equipment, it does not require a warehousing-business registration under the Warehousing Business Act.
When using an existing building as an office-plus-warehouse, you also look at whether a change-of-use confirmation application under Building Standards Act Arts. 6 and 87 is needed (as a rough guide, a special building after the change of use with a floor area over 200 m²). A welfare-equipment rental/sales office/warehouse often does not amount to a special building and may not need a confirmation application, but this varies with the building's scale and existing use, so confirmation with the specified administrative agency / an architect is the sure route. We do not assert the final conformity judgment on use-district or change of use here and confirm with an architect / the specified administrative agency.
| Check | Basis | What to look at |
|---|---|---|
| Can an office/warehouse be built in the use-district? | City Planning Act Arts. 8, 9; Building Standards Act App. Table 2 | Office-scale limits in low-rise residential districts |
| Need for warehousing-business registration | Warehousing Business Act | Not needed for storing one's own goods |
| Change-of-use confirmation application | Building Standards Act Arts. 6, 87 | Existing use and floor area (over 200 m² as a guide) |
The use-district / change-of-use judgment is made by an architect / the specified administrative agency; we check together, before the contract, whether a candidate property stands up on this point.
What should you confirm in the lease and the important-matters explanation?
In the lease, first confirm that the contractual purpose of use includes "storage of welfare equipment / office" and that the fit-out of the disinfection section and the addition of water supply/drainage and ventilation fall within the scope of the lessor's consent. In the important-matters explanation (Building Lots and Buildings Transaction Business Act Art. 35), the explained matters are the registered rights, legal restrictions such as use-districts under the City Planning Act and Building Standards Act, private-road burdens, and the state of electricity/gas/water supply and drainage facilities. If your operation needs plumbing for disinfection, check the current state of water supply/drainage in both the important-matters explanation and on site.

Also settle, as contract terms, the scope of restoration, the burden of interior and equipment work to set up the storage section and disinfection equipment, and the removal obligation on move-out. Because the designation application asks for the office floor plan and documents showing the right to use (the lease, etc.), aligning the purpose of use and the drawings so they do not conflict with the designated area, together with the administrative scrivener who handles the designation application from the contract stage, avoids doing things twice. We handle the lease and important-matters explanation themselves; the final judgment on whether the contract terms are lawful and appropriate in a particular case is made by a qualified professional.
| Document / item | Whose realm | Key point |
|---|---|---|
| Purpose of use / consent to fit-out | Lease (us) | Storage/office use, whether the disinfection section can be fitted out |
| Use-district / infrastructure | Important-matters explanation (us) | Legal restrictions, current water supply/drainage |
| Floor plan / right to use | Designation application (administrative scrivener) | Consistency of contract/drawings with the designated area |
We and the administrative scrivener align the wording of the contract and the drawings early.
How do you split the designation application (administrative scrivener) and the property contract (real estate transaction specialist)?
The roles divide clearly. The lease / sale brokerage and the important-matters explanation go to us (real estate transaction specialist); the designation-standard conformity judgment and the designation application go to an administrative scrivener; and the individual judgment on disinfection machinery and hygiene standards goes to the competent prefecture / designating authority. As an order that prevents rework: (1) choose with us a candidate property that can hold the dedicated area, storage and disinfection the business needs; (2) confirm with the administrative scrivener / designating authority whether that property meets the designation standard; (3) prepare the lease and important-matters explanation with us; (4) have the administrative scrivener file the designation application.

Frequently asked questions
Q. Must a welfare-equipment rental office always build a disinfection room?
A. A room named "disinfection room" is not mandated by the text. Designated In-Home Service Standard Art. 196 requires equipment and materials for storing and disinfecting welfare equipment while providing that, where you have another business perform storage or disinfection, you need not hold them at the office. If you outsource disinfection, the office equipment is lighter. Confirm the concrete disinfection method and hygiene standards with the competent designating authority.
Q. For specified-welfare-equipment sales alone, is disinfection equipment unnecessary?
A. Specified-welfare-equipment sales provides items such as bathing and toileting aids in principle as new, so storage/disinfection equipment like rental's is unlikely to be the central point; a display/storage dedicated area is the key (Standard Art. 210). But if you do both rental and sales at the same office, the rental-side storage/disinfection requirement applies. Confirm the judgment matched to your business design with the designating authority / administrative scrivener.
Q. Can you set up a welfare-equipment rental/sales office in a property in a residential area?
A. It depends on the use-district restriction for an office/warehouse. In Category 1 and 2 Exclusively Low-Rise Residential Districts, an office's scale is restricted and so on; approval and scale vary by district (City Planning Act Arts. 8, 9; Building Standards Act App. Table 2). A warehousing-business registration is not needed for storing one's own goods. Confirm the use-district / change-of-use conformity with the specified administrative agency / an architect; we look at a candidate property's viability with you before the contract.
Q. Can you have one firm handle the property contract and the long-term-care-insurance designation application together?
A. We cannot take them together. The lease and important-matters explanation are ours (real estate transaction specialist), and the designation-standard conformity judgment and the designation application are the administrative scrivener's realm — engaged separately as independent entities. We proceed by direct contract and direct invoice, with no referral fees exchanged. Aligning the outlook with the administrative scrivener from the property-selection stage prevents doing the contract and the designation application twice.

Updated and additional sources checked on 16 October 2026. The definitions in the Long-Term Care Insurance Act and the equipment/personnel article numbers in the Designated In-Home Service Standard were checked on e-Gov; use-districts and change of use in the City Planning Act and Building Standards Act. The concrete disinfection method and hygiene standards, the size figure of the storage area, the need for a change-of-use confirmation application, and the property-by-property use-district conformity vary with the operation of the competent prefecture / designating authority and the specified administrative agency / architect, so they are not asserted here but left unverified; whether the designation is approved is confirmed by an administrative scrivener / the designating authority against original materials. The provisions on e-Gov are as of the access date and may be amended. Publication remains held pending qualified review.
