To sell LP gas (liquefied petroleum gas) as a business in Japan, you need registration of a sales business under the Act on Securing the Safety and Optimizing Transactions of Liquefied Petroleum Gas (Article 3). Where the sales offices are within one prefecture, the prefectural governor registers; where they span two or more prefectures, the Minister of Economy, Trade and Industry does. This article organises the requirements and the flow.

In short: to sell LP gas (liquefied petroleum gas) as a business, you need registration of a sales business under the Act on Securing the Safety and Optimizing Transactions of Liquefied Petroleum Gas (the LP Gas Act), Article 3. Where the sales offices are only within one prefecture, the prefectural governor with jurisdiction over their location registers; where they span two or more prefectures, the Minister of Economy, Trade and Industry registers. A registered operator appoints a chief of operations for each sales office (Article 19 of the LP Gas Act), bears the duty to perform safety services (Article 27), and may entrust them to an accredited safety organisation (Articles 28 and 29). When a sales contract is concluded with a general consumer, a document stating the prescribed matters must be delivered without delay (Article 14 of the LP Gas Act, the so-called Article 14 document). This article is general information organising the framework; it does not make specific legal judgements such as whether a particular registration will be granted.

What is the "registration" needed to start selling LP gas, and how does it differ from a licence?

Anyone who intends to conduct the business of selling LP gas (liquefied petroleum gas) to general consumers must obtain registration of a sales business (Article 3, paragraph 1 of the Act on Securing the Safety and Optimizing Transactions of Liquefied Petroleum Gas = the LP Gas Act). The application states the name and address, the location of the sales offices, and the type and capacity of the storage facilities and supply equipment (paragraph 2), with documents on safety services and the like attached (paragraph 4).

"Registration" differs in structure from a "licence". Registration is granted by the registering administrative agency when the application conforms to the statutory requirements (Article 3-2, "implementation of registration"), and refusal is limited to cases falling under the grounds for refusal in Article 4 (having had a registration revoked without a set period having passed, no prospect of appointing a chief of operations, storage facilities or supply equipment not conforming to the technical standards, and the like). This differs in character from a licence, where the agency judges grant or refusal with broad discretion.

ItemOrganisation in the provisions
SystemRegistration of a sales business (Article 3 of the LP Gas Act)
Implementation of registrationRegistered if the application conforms to the requirements (Article 3-2)
Refusal of registrationLimited to cases falling under the grounds for refusal (Article 4)
Change / lapseA change of sales office is notified (Article 8); on certain grounds the registration lapses (Article 24)

When registered matters change, notification is required (Article 8 of the LP Gas Act), and the registration lapses on certain grounds such as discontinuance of business (Article 24). The final application of which requirement fits is judged by the registering administrative agency after its review.

Does the registration go to the prefectural governor or the Minister of Economy, Trade and Industry?

The destination of registration is decided by the range in which you place the sales offices. Article 3, paragraph 1 of the LP Gas Act provides that where the sales offices are only within one prefecture, the prefectural governor with jurisdiction over their location registers, and where the sales offices span the areas of two or more prefectures, the Minister of Economy, Trade and Industry registers.

Range of the sales officesRegistering administrative agency
Only within one prefectureThe prefectural governor with jurisdiction over the location
Spanning two or more prefecturesThe Minister of Economy, Trade and Industry

If you later set up a sales office in another prefecture so that the range changes, the registering administrative agency may change, and the notification and the like in that case are provided in Article 6 of the LP Gas Act. Because which counter applies, and the handling and forms, differ by prefecture and regional bureau, confirm with the prefecture (fire-and-safety division) or the regional Bureau of Economy, Trade and Industry with jurisdiction once the layout of the sales offices is decided (guidance of the High Pressure Gas Safety Institute of Japan and the Ministry of Economy, Trade and Industry, accessed 2026-10-31).

How are the appointment of the chief of operations and safety services (entrustment to a safety organisation) organised?

A registered operator must, for each sales office, appoint a chief of operations from among those who hold the prescribed qualification (such as a Class 2 sales chief certificate) and have practical experience in sales (Article 19 of the LP Gas Act). The chief of operations performs duties such as supervising safety regarding the conformity of supply equipment and consumption equipment to the technical standards and the preparation of the Article 14 document (Article 20). On appointment or dismissal, the registering administrative agency is notified without delay.

In addition, a registered operator bears the duty to perform "safety services" such as inspection and investigation at the start of supply, and periodic supply-equipment inspection and periodic consumption-equipment investigation (Article 27 of the LP Gas Act). These safety services may be entrusted to an accredited safety organisation (Article 28), and a person who intends to become a safety organisation obtains accreditation from the Minister of Economy, Trade and Industry or the prefectural governor (Article 29). In practice, the accreditation application for the safety organisation and the arrangement of the entrustment contract are often advanced together with the registration application, and any change of the entrustee must be notified.

The types of certificate, the years of practical experience, and the standards for each type of safety service are detailed and are amended. Confirm the specific application with the latest guidance of the prefecture and regional bureau with jurisdiction and of the High Pressure Gas Safety Institute of Japan.

What is required for the document given to consumers (the Article 14 document) and for price transparency?

When a registered operator concludes a contract to sell LP gas with a general consumer, it must deliver without delay a document stating the type of LP gas, the method of delivery, the price, and other prescribed matters (Article 14 of the LP Gas Act, the so-called Article 14 document). With the counterparty's consent, provision by electromagnetic means is also permitted (the same Article).

In recent years, the system has been reviewed from the viewpoint of optimising LP gas transactions and making prices transparent, and the LP Gas Act has been amended by Act No. 67 of 2024 (promulgated 2024-06-26, in force 2025-12-25, accessed 2026-10-31). Confirm the handling relating to clarifying the breakdown of equipment costs and prices with the latest guidance of the Ministry of Economy, Trade and Industry (Agency for Natural Resources and Energy) immediately before you act. Because exactly which entries are required changes with the form of the contract, this article stays with information on the framework and does not judge the propriety of the entries of a specific document.

Who should handle equipment work, safety services, and contract disputes?

Registration of an LP gas sales business proceeds in parallel with other procedures such as equipment work, safety, registration, and tax. The roles are divided as follows, and each contracts and proceeds separately as an independent business.

  • The sales-business registration application (preparing the application and attached documents, supporting exchanges with the registering administrative agency) → Yotsuba Administrative Scrivener Office (administrative scrivener). We provide materials and information only and do not make specific legal judgements
  • Installation work of supply equipment and consumption equipment → a liquefied petroleum gas equipment technician, and, depending on scale, a contractor holding a construction business licence
  • Safety services at the start of supply and periodic ones → an accredited safety organisation
  • Selection of the premises or land for storage facilities and brokerage of the lease → Yotsuba Real Estate Co., Ltd. (licensed real estate broker), a separate business. It handles this under a separate contract as an independent business
  • Formation registration where you set up a company to operate → a judicial scrivener
  • Bookkeeping and tax filing after opening → a tax accountant
  • Representation and legal judgement in disputes over prices and contracts → a lawyer

Consultation on premises or land for storage facilities is handled by Yotsuba Real Estate Co., Ltd., a separate business from Yotsuba Administrative Scrivener Office, under a separate contract as an independent business. Equipment work is for an equipment technician and contractor, safety services for an accredited safety organisation, formation registration for a judicial scrivener, tax for a tax accountant, and disputes for a lawyer, each contracting separately as an independent business. Each field is on the premise that you contract separately with each counter or qualified professional, and our office receives no referral fee. Even at a stage when you are unsure whether registration is needed or which counter applies, consult us before you decide the layout of the sales offices. FAQ

Q. Do I need a licence or a registration to start selling LP gas?
A. To sell LP gas as a business, you need registration of a sales business under Article 3 of the LP Gas Act. Registration is granted when the application conforms to the statutory requirements (Article 3-2), and refusal is limited to cases falling under the grounds for refusal (Article 4). This differs in character from a licence, where the agency judges with broad discretion. Whether a specific registration is granted is judged by the prefecture or regional bureau with jurisdiction after its review.

Q. Is the counter for registration the prefecture or the national government?
A. Where the sales offices are only within one prefecture, the prefectural governor with jurisdiction over their location registers; where they span two or more prefectures, the Minister of Economy, Trade and Industry registers (Article 3, paragraph 1 of the LP Gas Act). If the range later changes, the registering administrative agency may change, and the notification and the like in that case are provided in Article 6 of the same Act.

Q. Must I always appoint a chief of operations?
A. A registered operator must appoint a chief of operations for each sales office (Article 19 of the LP Gas Act). The chief of operations performs duties such as supervising safety regarding the conformity of supply and consumption equipment and the preparation of the Article 14 document (Article 20). Appointment and dismissal require notification to the registering administrative agency. Confirm the type of certificate and the requirement of practical experience with the latest guidance of the prefecture and regional bureau with jurisdiction and of the High Pressure Gas Safety Institute of Japan.

Q. Must I perform safety services in-house?
A. A registered operator bears the duty to perform safety services (Article 27 of the LP Gas Act), but may entrust them to an accredited safety organisation (Articles 28 and 29). A change of entrustee must be notified. Because the standards for each type of safety service and the accreditation requirements may be amended, confirm with the latest guidance of the Ministry of Economy, Trade and Industry and the prefecture with jurisdiction immediately before you act.
