What does a driving school's "designation" let it do?
A designated driving school is one that has received the designation of the prefectural public safety commission (Road Traffic Act, Article 99). A graduate of a designated school is exempt from the practical driving test at the licence centre. Specifically, a person who passes the skill examination conducted inside the school (the completion test and graduation test) is issued a completion certificate or graduation certificate, and submitting it at the licence centre exempts them from the practical test (Road Traffic Act, Article 97-2(2)). A graduation certificate is valid for one year from the day of the skill examination; after that it no longer exempts.
In short, "designation" is the mechanism by which a school conducts its own skill examination and substitutes the result for the practical test at the centre. A learner can then obtain a licence by taking only the written test and the aptitude test at the centre, and the school becomes easier to choose as an "authorised (designated) school." The flip side is that a designated school is subject to human and physical standards that secure the fairness of the examination and the quality of teaching.

What are the human standards (manager, skill examiner, instructor) for designation?
Article 99(1) sets the following human standards for designation:
- Manager: place a person who manages the driving school and meets the requirements set by Cabinet Order (Enforcement Order, Article 35) (item 1). A certain knowledge and experience, such as managerial or supervisory experience in road-traffic work, is required.
- Skill examiner: place a staff member to be appointed as a skill examiner who holds a skill-examiner certificate (Article 99-2(4)) (item 2). The certificate is issued to a person who passes the skill-examiner review conducted by the public safety commission.
- Instructor: place a staff member to be appointed as an instructor who holds an instructor certificate (Article 99-3(4)) (item 3). This too presupposes the public safety commission's instructor review.
Skill examiners and instructors must be placed in the numbers needed for each vehicle category. Because it takes time for a hired staff member to pass the review and be issued a certificate, the designation schedule is, in practice, built around securing these certified people first. Whether a certificate exists is confirmed by the public safety commission from its issuance records; but the staffing plan—who, how many, in which category—connects with post-opening shifts, overtime and social insurance. What physical standards does the facility, course and equipment need?
Article 99(1), item 4 requires that the facilities for teaching and skill examination meet the standard set by Cabinet Order. The concrete facility and equipment standards are set in Appended Table 3, etc. of the Road Traffic Act Enforcement Regulations, and each prefectural public safety commission further publishes designation criteria (review criteria). Roughly, the following elements are covered:
- A course (track) for practical teaching and examination: a course of a certain shape, width and area, including straights, curves, slopes and intersections
- Classrooms for written teaching: classrooms with floor area and equipment matching capacity
- Vehicles used for practical teaching and examination: vehicles matching the type of licence to be obtained
- Waiting and rest facilities for learners
Concrete figures such as the course's area and shape or the classroom floor area differ by prefecture and by the type of licence to be obtained (ordinary, semi-medium, motorcycle, etc.), and are set in each public safety commission's designation criteria. What is the flow and the documents for the designation application to the public safety commission?

How does it differ from a notified school or a non-designated driving school?
Besides a designated driving school, there are schools that have made a notification to the public safety commission (a notified driving school; Road Traffic Act, Article 98) and driving schools that give lessons without a designation or notification (facilities giving so-called refresher lessons for returning drivers). The big difference is whether the result of the in-house skill examination leads to exemption from the practical test at the centre. A graduate of a designated school is exempt by the graduation certificate (Article 97-2(2)), but taking lessons at a non-designated facility does not, in principle, exempt from the practical test at the centre.
