Article 3 of the Road Transport Act classifies passenger motor vehicle transport by type, and a care taxi falls under "general passenger motor vehicle transport" (the business of transporting passengers by chartering, under a single contract, a vehicle with a seating capacity of fewer than eleven). In practice, the central form is a permit "limited to welfare transport," which limits the persons transported to those who need care.

Because welfare transport limited can start with one vehicle, it suits individual or small-scale opening. What are the requirements for the office and garage (property) and the vehicles?
The office, garage, rest-and-nap facility and vehicles each have requirements.

What about the driver's Class 2 licence, care qualifications and labour?
Carrying passengers for a fee requires, separately from the Road Transport Act, a Class 2 driving licence under Article 86 of the Road Traffic Act. The categories of driving licence are set out in Article 84 of the Road Traffic Act, and to drive a passenger vehicle for the transport of passengers you must hold a Class 2 licence.
Further, when care transport is done in an ordinary vehicle such as a sedan type, rather than a welfare vehicle, the driver is required to hold one of the following qualifications.
