What changes most?
People become able to move. The certification application set includes seven forms on changes of implementer (transfers) (reference forms 1-16 to 1-22; OTIT, checked 14 August 2026). As the count shows, transfer is not an exception path but the centre of the design.
Labour arrangements built on the premise that "once received, people stay to the end" — dormitory charges, lent property, recouping training costs, the wage curve — get rebuilt on the premise that people may move mid-way. The reason treatment must be documented so many times (what goes into the treatment sections) is that this is a system where the conditions shown at the entrance are later checked against reality.
What does labour administration do to keep people?

Each is the work of showing, in documents and in fact, a reason to stay. A treatment gap that once ended in grumbling now ends in a transfer. Put the other way: transparent treatment and a real development plan are themselves the retention design.
How does the transition from technical intern training work?
The calendar, with primary sources, is in What to do now. In outline: licence pre-applications are being accepted, plan-certification pre-applications open September 1, 2026, and on the technical intern training side new supervising-organisation licences run to September 30, 2026 and No. 1 plan applications to February 2027 (OTIT, checked 14 August 2026).
For those currently in technical intern training, the form set includes a certification application form for former technical intern trainees (annexed form 3(2)) — the transition path exists at form level. Whether and how an individual case can transition is the territory of ministerial orders, the operating guidelines and the immigration authorities. This office does not judge it; the application side belongs to 四葉行政書士事務所 (a separate business).

Q. Are technical intern training and the new system different laws?
A. No. The new system is created by amending the Act on Proper Technical Intern Training and Protection of Technical Intern Trainees (Act No. 89 of 2016) through Act No. 60 of 2024 (the title also changes, but the current text on e-Gov still carries the old title — confirmed 14 August 2026).
Q. If people can transfer away, how do we recoup training investment?
A. That worry is exactly why wage and development design becomes labour administration's work. Set the cost rules in the entrance documents (form 1-39) and show a wage curve that gives stages a payoff. Note that casually drafted repayment-on-departure clauses can collide with Article 16 of the Labor Standards Act — see the work-rules article.
Q. Do we have to raise wages?
A. This article gives no blanket answer. Remuneration levels touch plan certification, and sector-specific provisions exist. What is certain on the labour side: keep the remuneration and collections statements identical to actual payment and deductions, and show the path by which pay rises with stages.
