If you work at two or more companies or workplaces at the same time and meet the social insurance (health insurance and employees' pension) enrolment requirements at each, you become an insured person at each workplace, because insurance attaches to the relationship of use with each covered workplace, not to a title (Health Insurance Act, Employees' Pension Insurance Act). You then choose the insurer that administers your insurance (the chosen, principal workplace) and, within 10 days of the fact arising, the insured person themselves files the "report of choice of workplace of affiliation / employment at two or more workplaces" with the pension office (service centre) with jurisdiction over the chosen workplace (Ordinance for Enforcement of the Health Insurance Act, Articles 1-3 and 2). The standard monthly remuneration is decided by totalling the remuneration at each workplace, and the premium is apportioned by the ratio of each workplace's remuneration. The same applies to officers concurrently holding posts at several companies who receive remuneration and have a relationship of use. Officer-remuneration tax goes to a tax accountant and company/officer registration to a judicial scrivener, under separate engagements.

In short: If you work at two or more companies or workplaces at the same time and meet the social insurance (health insurance and employees' pension) enrolment requirements at each, you become an insured person at each workplace, because insurance attaches to the relationship of use with each covered workplace, not to a title (Health Insurance Act, Employees' Pension Insurance Act). The standard monthly remuneration is decided by totalling the remuneration at each workplace, and the premium is apportioned by the ratio of each workplace's remuneration. The same applies to officers concurrently holding posts at several companies who receive remuneration and have a relationship of use. This page organises when the report is needed, how to choose the insurer and the deadline, the totalling and apportionment, and points to watch for concurrent officers, from a shakai hoken roumushi's viewpoint, sending officer-remuneration tax to a tax accountant and company/officer-change registration to a judicial scrivener — each contracted separately as an independent business entity.

As side jobs and concurrent officer posts spread, more people meet the social insurance enrolment requirements at several workplaces. This page is for owner-managers holding concurrent officer posts at two or more companies, and for HR staff at companies with employees who work short hours at several workplaces and meet the requirement at each.

When is the two-or-more-workplaces report needed?

Whether you become an insured person is judged for each workplace's relationship of use. When a person is used at two or more covered workplaces at the same time and meets the insured-person requirements at each, they become an insured person at both. The requirement at each workplace is that weekly scheduled hours and monthly scheduled working days are three-quarters or more of a regular worker's, or that they meet the short-hours worker requirements (20-plus hours a week, a prospect of employment over two months, not being a student, and the employer's size). If the requirement is met at only one workplace, it is not treated as employment at two or more workplaces.

The report filed to pick one insurer and manage things together once this state arises is the two-or-more-workplaces report. Note that labour insurance (workers' accident compensation and employment insurance) is a separate system, and the treatment of benefits for people working at several companies differs. The multi-workplace treatment under workers' accident insurance is set out separately in Workers' accident benefits for people working at several workplaces.

Whether the requirement is met at each workplace is judged against the reality, such as scheduled hours and size. The final judgment on whether it applies is made by a qualified professional.

How do you choose the insurer (chosen workplace), and by when do you file?

When used at two or more workplaces at the same time and there are two or more insurers, the insured person must choose the insurer that administers their insurance (Ordinance for Enforcement of the Health Insurance Act, Article 1-3). If you choose the national health insurance association (Kyokai Kenpo), the pension office in charge is also chosen; if you choose a workplace that belongs to a health insurance society, that society is involved too. This report of choice is the "report of choice of workplace of affiliation / employment at two or more workplaces," made within 10 days of the day the person came to be used at two or more workplaces at the same time (the fact arising) (Article 2 of the same Ordinance).

What matters is that the duty to file lies with the insured person themselves, not the company. The filing destination is the service centre (pension office) with jurisdiction over the chosen workplace, and it can be filed by electronic application, by post, or in person. The decided standard monthly remuneration and premium amount are notified to each workplace by the service centre with jurisdiction over the chosen workplace.

DeadlineWithin 10 days of the fact arising (the day of coming to be used at two or more workplaces at the same time)

Because which workplace is made the chosen one determines the administrative window, you choose with factors such as the presence of a health insurance society in mind.

How is the standard remuneration totalled, and how is the premium apportioned?

For an insured person employed at two or more workplaces, the standard monthly remuneration is decided by the sum of the remuneration received at each workplace. This is why the standard remuneration grade can rise higher than what one workplace alone would reach. The premium is the premium amount based on the totalled standard monthly remuneration, apportioned by the ratio of each workplace's monthly remuneration, with each workplace paying its share.

For example, if Company A pays 300,000 yen a month and Company B 100,000 yen, the premium is calculated on a standard remuneration corresponding to the combined 400,000 yen, and that premium is split 3:1 between A and B (the actual grade and rate follow the system). Each workplace deducts and pays its share from wages, and the insured person's own deduction is also at the apportioned amount.

PremiumThe premium on the totalled standard remuneration, apportioned by the ratio of each workplace's remuneration
NoticeThe service centre of the chosen workplace notifies each workplace of the standard remuneration and premium amount

The result of the totalling and apportionment feeds back into each company's payroll, so once the notice is received, the deduction at each workplace must be aligned. The fixing of the specific grade and premium amount is done by a qualified professional against the notice and the system.

What should you watch for when holding concurrent officer posts?

Where you hold concurrent officer posts at several companies too, you can become an insured person at each company if there is a relationship of use with each company and you receive officer remuneration. Whether you are insured at each company changes with full-time/part-time status and the presence and size of remuneration, so an officer who receives remuneration at two or more companies tends to be subject to the two-or-more-workplaces report, while matters such as the treatment of a non-remunerated part-time officer may need individual judgment. Issues arising from an officer's attributes, such as whether social insurance applies to a foreign officer, are also covered in Social insurance for foreign managers and officers.

Have a question about your situation?

Tell us about your social insurance, payroll or employment enquiry.

For officers, how remuneration is set (such as fixed periodic salary) and its deductibility are tax matters, and the registration of an officer's appointment or change is a registration matter, separate from the social insurance procedure. What a shakai hoken roumushi handles is organising whether you are insured at each company, filing the chosen-workplace report, and the payroll matching the totalling and apportionment. The final judgment on whether you are insured at each company is made by a qualified professional against the reality of the relationship of use and the remuneration.

Whom do you consult about officer-remuneration tax and registration?

How officer remuneration is set, the requirements for deductibility such as fixed periodic salary and advance-notified salary, and the corporate-tax treatment are the work of a tax accountant. The establishment of a company and the registration of an officer's appointment, resignation or change are the work of a judicial scrivener. As an independent business entity separate from these, a shakai hoken roumushi takes on only the labour and social insurance part — support with the two-or-more-workplaces report, organising whether you are insured at each company, and payroll matching the totalling and apportionment of the standard remuneration — contracted separately.

From the labour side, once a person appears who meets the enrolment requirement at several workplaces through concurrent posts or side jobs, deciding which workplace to make the chosen one, arranging for the person to file within 10 days, and aligning each company's payroll to the totalling and apportionment early, prevents uninsured gaps and under- or over-payment of premiums.

Frequently asked questions

Q. If you work at two companies, do you join social insurance at both?
A. If you meet the insured-person requirement at each company (three-quarters or more of a regular worker's hours, or short-hours worker requirements such as 20-plus hours a week), you become insured at both. If you meet it at only one, you are insured only there. Where you meet it at both, you choose one insurer and file the two-or-more-workplaces report. The judgment is made by a qualified professional against the actual way of working.

Q. Does the company file the two-or-more-workplaces report, or does the person?
A. The duty to file lies with the insured person themselves. Within 10 days of coming to be used at two or more workplaces at the same time, they file the "report of choice of workplace of affiliation / employment at two or more workplaces" with the service centre (pension office) with jurisdiction over the chosen workplace (Ordinance for Enforcement of the Health Insurance Act, Article 2). The company carries out its own procedures, such as the report of acquisition of insured status.

Q. Does the premium apply in full for each of the two companies?
A. No. The standard monthly remuneration is decided as one figure by totalling the remuneration at each workplace, and that premium is apportioned by the ratio of each workplace's monthly remuneration. Rather than a full amount being charged twice at two companies, the premium on the totalled figure is shared. The grade and premium amount are fixed following the service centre's notice and the system.

Q. I hold concurrent officer posts at several companies. What happens with social insurance?
A. If there is a relationship of use with each company and you receive officer remuneration, you can become insured at each, and if you qualify at two or more, you are subject to the two-or-more-workplaces report. Matters such as the treatment of a non-remunerated part-time officer may need individual judgment. Officer-remuneration tax is for a tax accountant and officer-change registration for a judicial scrivener, each contracted separately as an independent business entity.
