Is there a zoning restriction on opening a karaoke box?
Yes. A karaoke box is a building whose use is restricted under Article 48 and Appended Table 2 of the Building Standards Act, so the zones where you can place a property are limited.

Note the line between Category-1 and Category-2 residential. Is that karaoke shop an entertainment business, and how do licences change with alcohol?
An ordinary karaoke box where customers sing by themselves is, as a rule, not an entertainment business (a licensed business under the Entertainment Business Act) in itself. Two things come into play: whether you serve alcohol late at night (midnight to 6 a.m.), and whether the shop lets customers "engage in amusement."

What equipment and notifications does the Fire Service Act require of the property?
A karaoke box, as a shop that provides a service of singing and the like to customers in private rooms, falls under item (2)-ni of Appended Table 1 of the Fire Service Act Enforcement Order (karaoke boxes, etc.). After the 2007 karaoke-box fire in Takarazuka, Hyogo, which caused deaths, the 2008 amendment of the Enforcement Order made an automatic fire-alarm system mandatory regardless of floor area.

How do noise/vibration regulations and soundproof partitioning change property selection?
