A grooming salon or pet shop — what to confirm in the premises before you open

You lease a place because it is "a pet-friendly building," and then, at the registration stage, the ventilation or drainage of the animal facility falls short and the fit-out has to be redone. What do you confirm first, before signing?
First, check whether your trade needs registration. Article 10 of the Act on Welfare and Management of Animals (Act No. 105 of 1973) provides that a person who intends to run, as a business, the sale, keeping, lending, training or display of animals (mammals, birds or reptiles) must obtain first-category animal-handling registration from the prefectural governor (or the head of a designated/core city) with jurisdiction over the location, for each business establishment (accessed 25 August 2026).

Registration is "per business establishment." So if the premises change, you register again, and the premises being able to meet the facility standards is a precondition of registration. That is the starting point of choosing premises.
The registration has a term and must be renewed every five years (Article 13). In addition, certain grounds — links to organised crime, a past revocation and so on — bar registration (Article 12).
How do facility size, cages and odour control depend on the premises?
A first-category operator must comply with the standards set by Ordinance of the Ministry of the Environment for the structure and scale of the animal facility and the method of managing the animals (Article 21). The detail is in the Regulation for Enforcement of the Act (Ordinance of the Ministry of the Environment No. 1 of 2006); the amendment in force from 1 June 2021 added numerical standards for dogs and cats (accessed 25 August 2026).

Note that these are standards "for the animals," but where each thing goes in the building is decided by the property's plumbing and ventilation makings. Fitting a large washing sink or heavy ventilation into a one-room unit later moves plumbing-upgrade and electrical-capacity costs.
What is worth confirming on the property side is less the figure itself than whether the place has the makings to meet it.

Design of plumbing, ventilation and soundproofing is the work of the contractor (designer). What kind of premises tend to be refused over use zone and neighbours?
For an animal business, unlike a restaurant or clinic, odour, barking and drainage — the impact on neighbours — heavily shape the choice of premises.
First, the lease. Many apartment buildings and multi-tenant buildings ban "keeping animals" or bringing in pets. Even a "pet-friendly" building permits a resident to keep an animal — not necessarily to run a business of repeatedly taking animals in. You need to read how the lease treats keeping animals and business use before you apply. Which parts of the lease to read is at reading a lease.
Second, the use zone. A pet shop or grooming salon is treated as a "service-business shop" under the Building Standards Act and, like a beauty salon, is subject to use-zone restrictions. In a Category-1 low-rise exclusive residential zone a standalone shop is hard to place; in a Category-2 low-rise exclusive residential zone there are limits such as a total floor area within 150 m². Third, the neighbours. Apart from registration, odour and noise affect the shop's survival through local environmental ordinances and complaints. Confirm the exhaust direction, opening hours and soundproofing, and the state of the lessor and neighbours, before you sign.
Who files the registration, and how far does the agent go?

For first-category registration, an animal-handling supervisor must be appointed for each establishment (Article 22). Becoming a supervisor requires certain practical experience or qualifications, and whether those are met is examined by the local government that grants the registration. This is a personnel requirement, prepared separately from the property.
Preparation of documents submitted to public offices, such as the registration application, is undertaken by Yotsuba Administrative Scrivener Office. The counter, forms, ordinance figures and intake operation vary. Check the page of the local government with jurisdiction (animal welfare centre, etc.) directly at the outset. Q. If it is a pet-friendly apartment, can I open a grooming salon?
A. Not necessarily. "Pet-friendly" permits a resident to keep an animal, not necessarily to run a business of repeatedly taking animals in. Many leases restrict "keeping animals" or business use. Confirm the lease terms and the lessor's stance before you apply, and check whether the ventilation, drainage and disinfection equipment can meet the enforcement regulation.
Q. What happens to first-category registration if I move the shop?
A. Registration is granted per business establishment (Article 10). If you move, you register again for the new premises. Since the new premises must be able to meet the facility standards, confirm the plumbing, ventilation and partition before signing.
